Hong Kong Issues Red Rain Alert, 1 Dead

The Hong Kong Observatory upgraded the rainstorm warning to black, the highest warning level but downgraded to red an hour later as torrential downpours hit the city on Friday.

Tropical Storm Lionrock brought heavy rain and strong winds that triggered the collapse of a massive scaffolding around a high-rise residential building. 

The Fire Services Department said around 100 firefighters and ambulancemen searched the debris. 

Police said two female construction workers were found at the scene, one was fatally injured and died later in a hospital while the other was unhurt. 

Two trapped drivers were also rescued from their vehicles after the scaffolding fell and blocked the road.

A homeowner who declined to be named said a black rain warning should have been issued earlier to suspend building works before people were on-site, SCMP reported

“The company concerned should really cancel the workday for their staff under these conditions,” he said.

The Labour Department said they were probing the incident.
