Elizabeth City, NC Declares State of Emergency Ahead of Andrew Brown Jr. Footage Release

The Mayor of Elizabeth City, North Carolina, Bettie Parker has declared a state of emergency ahead of the release of body camera footage of the fatal shooting of Andrew Brown Jr. by law enforcement last week.

Brown’s family is expected to be presented with the footage at 11:30 a.m. Monday, and the video is expected to be released to the public soon. 

Parker said they expected a “period of civil unrest” after the release of the video but no curfew or restrictions were announced.

Elizabeth City offices have been closed down and local schools will conduct remote learning until the end of the week in anticipation of the unrest. 

Parker said that citizens have a right to peacefully assemble and protest but “our citizens and businesses must be protected from violence or damage.”

There have been no violent incidents so far and recent protests have been quiet since last week.
